The issue isn’t the missile the issue is Gaijin’s refusal to model the weapons designed to counter said missiles.
They have stated 2025 will see an expansion of high tier SPAA options including multi system SPAA options. Whether this will resolve the issue we will need to wait and see.
War Thunder is not the kind of game that’s balanced by artificially manipulating technical capabilities (in theory).
Otherwise, it would be no better than WoT/WoWs and their artificially modified vehicles that are only said vehicles in name.
Balance is to be achieved via BRs and counterparts.

AA at BRs excluding 7.3-9.3 can be easily dodged by almost all CAS planes at the same BR. Obviously there are exceptions, some SPAA aren’t that good, and some CAS easily outranges SPAA at the same BR.
If you’re being shot down by vehicles with 13km range while having a missile with 20km range the issue is not the vehicle on the ground.
This means they will give a couple more imbolance air defense systems for the USSR side. Most likely they will introduce a new Pansir or M1 BUK or C-300. And the USA will give anti-aircraft guns based on Sherman or based on Helf-truck.

Israel too. Now in the game the two most imbalanced air defense systems are in the USSR, and also in China and Germany.
You seem to be suffering from an issue of personal skill rather than that of differences between vehicles. Aircraft have 360 degree range of movement. They can return to airfield for free repairs and ammunition as many times as they want. SPAA are caged inside the map bounds and have to contend not just with aircraft but with ground vehicles.
Aircraft can put themselves out of range of SPAA until air superiority is secured. SPAA can not do this.
You are correct that the spawn cost of aircraft is too high. Specifically aircraft fielding A2A missiles costs nearly the same as those equipped with bombs. This is not balanced. Since WW2 the best defense against air attacks has been air superiority. This should be the norm.
How is the German one unbalanced ?
Eventually Gaijin will be forced to give us something of value. Who knows, I do know US SHORAD options are woefully lacking compared to other nations due to their reliance on CAP.

20km range? Another statcard warrior. Show me, how you spawned like 14 km away from battlefield, fly away and from 20km shoot your missiles. You can say, you have laser guided kh38ml. Yes, you could do that before the introduction of fox3. Now, by the time you turn around and fly to a safe distance, a fox missile will already be fired at you.
P.S. How it going on with 1000+sp attack drones at top tier. How long does it take to boom you just after spawning? 100sp vs 750/1000sp. Fair enough.
