I havent seen it in game but I dont see a problem with it from the screenshots?
The Battle map versions only. I see what you meant now, but doesn’t actually tie up with what you have said.
It appears essentially Battle has always been this way they just altered the information shown to display this more obviously.
So kills only matter the most in Battle?
They matter the most in whole game, Gaijin have said this.
The change in HUD was implemented probably only to battle mode to see how people will react to it.
Terrible game mode anyway, just auto leave

Just going by what Devs said, only regarding Battle and no mention of other modes.
Oddly in other map modes the highest number of kills does not always fall on the successful side. In Battle there is a set number.

Other modes ticket bleed from other actions seems to weigh evenly with possible kills.
Devs said this regarding the whole game:

No, I referred to their cover of the new HUD for Battle and explanation there. Since this was a discussion about the new HUD which only appears in Battle. Or are they putting number of kills needed in all versions?
Ultimate but not only. Or do you think only the side with most kills will win? Maybe Gaijin don’t know this either!
They have specifically pointed to Battle as there is a particular number of kills (100 tickets per death?) leading to the win/loss in these versions, due to capture of enemy cap being a winning move as opposed to bleed in other versions.
In other modes caps drain tickets faster than kills. Generally it is a pvp game.
In modes like ARB killing AI also bleeds tickets and AI can also reduce tickets. So if you do not kill the enemy which is killin the AI which is blue to you, you can lose. I have seen AI win a match because they was neglected
That was what I was angling at, though the quote ULQ brought up confuses things as essentially contradictory.

Yeah, I’ll try and find the Dev quote later. There is a specific reason for Battle.
They are making the objective in “battles” more clear, it has nothing to do with other modes or the game as a whole. Tbh your coment is you enforcing your style of play and justifying your K/D as argued in other posts, just like your obsession with TO ;)
