2S38’s BR is based on its anti-tank capability, it has scouting, and is classified as a light vehicle thus is a light vehicle.
Has no search radar either.

Yes, which ignores its combined use as an SPAA.
Which is good, otherwise 2S38 would be 9.7 again.
2S38 is a 9.3 SPAA & a 10.X light tank.
Having both of these features justifies placement at 11.7
If you’d like to remove its Gen 3 Thermals / IRST tracking / Autoloader / Limit its APFSDS ammo load then we can start to justify its placement at 10.0

No it doesn’t. BR is based on the HIGHEST performance in one area, not combined.
Otherwise Otomatic would be 13.0. 10.X SPAA & ~11.0 anti-tank.
Removing APFSDS would mean 2S38 goes to 9.3.
Limiting is out of the question as it isn’t limited IRL.

OTOMATIC says it’s true. Otomatic is 11.3 because of its anti-tank performance, otherwise it’d be 10.X.
Is that why it’s limited to 12 rounds while the 2S38 can take 120 APFSDS rounds and still have 28 proxy shells?
Otomatic is limited to 12 rounds because of a historical report someone made that showed Otomatic has an IRL limitation of 12.
On top of that, Otomatic’s ammo pens 100% more than 2S38’s dart.

The 2S38 has enough pen to go through turret mantlets it’s a moot point.
And the 2S38 has a limited ammo capacity and is designed to engage low flying aircraft while being able to deal with enemy IFVs if it has to.
It shouldn’t be able to take 148 APFSDS rounds
It should be limited to 40 at most

2S38 is multi-role light vehicle. It’s not a dedicated SPAA.
If you have evidence its limited, which you haven’t supplied if you do, go to bug report site and report it.

Multi-role doesn’t innately increase capabilities.
Otherwise M1A2 would be 12.0+.

And vastly superior platforms are 11.3 & 10.7.
