I have seen players use this for bug reporting and trying to figure out if an airplane is correctly modeled, i do not know if it is allowed to be used in matches or if it would count as cheating there. It’s likely WTRTI (War Thunder Real Time Information).
It shows hidden information from the player client only, it doesn’t directly affect server sided of the thing. It’s certainly useful since you can easily manage your plane with more information you get.

This may answer your question regarding WTRTI, rules changes as times goes on, I think you can contact Stona_WT and ask these questions yourself or if you prefer wait till someone with a concrete answer replies here. For context the thread is about another tool using LocalHost, not entirely about WTRTI.
Fwiw, a lot of what it tells you can be seen by just going into cockpit view (or intuitively deduced from the instruments) and keeping an eye on your instruments so it’s not that big of an advantage.

Pretty sure it is fine to use since this info can be seen if you have ever used the option to open the minimap in browser. The app just pulls the data from there afaik.
