Declassified manual will NOT give you true capabilities of the aircraft! America does NOT disclose it’s capabilities! US aircraft have put down the russian aircraft in nearly EVERY engagement since the 70’s.

declassified manual also mean that the spec are changed to fit the declassified criteria
it also depend if the vehicle or system that are declassified still in service, still in use or its at that time where their spec dont matter anymore

All su variants are 23-26 (depending on variant) minimum
And the instantaneous the lowest I could find was the initial MiG-29’s being 28 degrees

Sukhois and Migs do not reach those sustained turn rates IRL.

also the sources you provide are blank and there isnt a mention of the sustain rate
