The canopy was painted and coated to protect the interior systems from sunlight and heat. It may look unusual, but this is a fairly common practice for aircraft placed on museum display. The airframe itself may also have been repainted to maintain a smooth, clean appearance for preservation, which, again, is standard for retired aircraft on the public display.
Also, when F-14s were decommissioned, all sensitive interior systems and valuable parts were deliberately destroyed or disabled to prevent parts from being smuggled and sold on the black market and likely ending up in Iran.
