Keep in mind that not everyone participated in those tournaments.
I remember playing in 2016 and not even realising it was going on. I wouldn’t be surprised if half the playerbase wasn’t aware either.
So again, not many got it.
I have won one in this tournament as I was in top 10.
Well, 700 different players got it. (900 if you also include the PS4 players).

I have been an IS-7 owner since the original event and it was never 8.7 in RB and it was also laughably low in sim.
The PT-76-47 is stupidity low in Sim right now, it make the br bracket unplayable

Disagree on the T-34-57.
Good pen and good rate of fire. Post-pen damage not as good as larger guns, but it can cripple then kill opponents readily.
I think you underestimated the value of the word between in that message. I think he meant as not including the BT-7M or T-34-57 in that list, but only the vehicles that are… well, inbetween them.
At least, that is my belief, because I haven’t come across a single person who genuinely beliefs the BT-7M to be bad. Or the T-34-57 for that matter.

My counterpoint would be that the MiG-21S is also at 9.7 and doesn’t get countermeasures either, and it gets access to 2x R-13M1s or 2x R-60s.
The Yak-38M / Yak-38 is 9.3 with 4x R-60s but its flight performance is much worse than the SPS-K.
