TL;DR You have underestimated German SPAA, You have exaggerated both the faults of German SPAA and the strengths of other nations SPAA in comparison. The only thing you have pointed out is that Germany doesn’t have a post WW2 truck or APC with a modern autocannon in the BR range specified.
Having read and reread your post, I understand where you are coming from but cannot sympathise.
In my experience the German SPAA starting at BR 3.3 with the Sd.kfz 251/21 and Ostwind, is are very capable and consistent.
The Wirblewind is one of the most infamous SPAA in the game and eas one of the first anti aircraft guns in the game to truly distinguish itself.
The Ostwind II’s sustained fire power makes it a very dangerous vehicle. Your comment about the alternating fire is incorrect, both cannons fire at the same time at first and then the desynchronise with long bursts, additionally a single 37mm shell is lethal to most planes and the alternating fire doesn’t reduce it’s lethality.

Aside from that Germany doesn’t need anything.
Yet you still see them with regularity. It’s not uncommon to see what I think is an Ostwind 2 (from the air), but as I get closer it turns out the only thing worth doing is staying well away. I’d need something with a big bomb and a bombsight to even consider engaging it.

They nerfed armor pen ,they nerfed explosives in he shells
They nerfed turret rotations
They nerfed overall performance of 30/37 mm just to fit their own “made up” pen charts
If we include Gepard into mid tier then lets include fact that gepard is still only one affected by bug(deliberate one) where it loses most ammo if turret is penned …even by shrapnel

I’ll give you a hint. It’s the one(s) that have fast firing autocannons that 1-shot the wings/tails of heavy bombers, have good anti-tank capability, a massive ammo pool, and are near unstrafable especially to .50cals.
All shells in Warthunder use the exact same formula for determining armor pen. Claiming the 30/37mm are underperforming whilst the exact same is true for 90% of cannons in Warthunder is just standard issue German cope.
Same cope as .50 cal overperforming to laughable extent …or maybe same cope where german cannon rounds from planes sparkle on planes made of wood and some waterproofed cotton …same cope where they use quality of material tests done in 1945/after end of the war and apply them to entirety of German tanks/ammo and bombs ?

wirbel is .50 callable in all directions at any range and ostwind is only .50 cal proof horizontally by other tanks, planes can still shoot into it easily
The turrets can only be .50cals from certain angles high above, and the hull can’t be .50cal’d at all so destroying it in a single pass is near impossible unless you have autocannons.
wirbel can always be .50 cal’d even by shermans its just fighting, ostwind is really easy to do so still in planes because bullets bounce around inside the tank and hit ammo easily, both die as soon as .50 cals bounce around and hit the ammo in the turret

I’ve played both with and against Wirbelwind and Ostwind. They cannot be .50cal’d unless you’ve firing from high enough that their angled plates are flat.

germany doesnt universally always have strong tanks and they dont universally always have great cas, be more specific? Also, your description would apply to USA and USSR as well

Germany consistently has some of the strongest tanks in the game, regardless of BR, and especially at toptier.
I’d say they’re up there yeah, but not necessarily some undisputed best

constant uptiers since brits and americans don’t olay those br’s as they know they will be downtiered if they play higher up …missile spam,artillery spam …not even going to mention cas from 1970 killing ww 2 tanks .
