Yes, it’s on the better end of modern IIR missiles, and couldn’t really be added untill the rest of them are.

Is there a reason why japan doesn’t have any incendiary bombs up until rank VI with the Thai Alpha Jet A?
i’ve looked around and there’s proof that japan did have this type of bomb both used by the navy and army during the second world war.
Is it because some had airburst fuzes?
To my (relatively poor knowledge) of JP WWII incendiary bombs, most (all?) of them worked by scattering magnesium pellets or the like. All incendiary bombs in game meanwhile are napalm or equivalent. To my knowledge, fragmentation of this type would be fairly laggy with the systems currently in game, for much of the same reason beehive shells are an issue.
