If this Phantom is supposed to be 11.7, the Tornado IDS which only has AIM-9s, is slower, and has zero dogfight capabilities should be 10.7, and the IDS ASSTA1/SLE should be 11.3 in air RB, since it is an infinitely inferior plane in air combat.
The IDS ASSTA1 should be 10.7 and put the regular IDS at 11.3
If it cant really dogfight, then im all for bringing it down, the balance can worry later

Most strike jets are blatantly overtired. And NE doesn’t fully solve it imho.
The ground and air BRs were separated a while ago but gaijin didn’t really use them to balance strike jets.

It’s very dependent on the user, for someone, a 3-2kdr might mean the jet is just ok.
For me, OP planes start to get into the 4-5kdr territory.
For someone who is below average, having a 1kdr might mean the jet is OP
