Why would you bring the Aim-9Ls though when you have Aim-120s???
Personally I think the F-14 B is deserving of Aim-9Ms and an Aim-54 rework across the board including the F-14A. As well as the B should get access to the Aim-54C ECCM Sealed version to compete with the J-10,Mirage-5F the F-15 aim-120 slingers and everything else at that BR. And with all this im definitely fine with it going to 13.3 cuz thats kinda where it belongs if it was actually playable. You basically never get full downtiers so seal clubbing is not the issue.
There are several aircraft that used to be dominating as hell during the meta time. Hunter F.1 for example, for several years it always placed at 9.0, and yet there are always better Hunter and better aircraft at its BR as time goes by.
F-4E used to be meta too, but finally after years of suffering they finally had a good BR Bracket. Why can’t this for F-14s too? Like half of the aircraft in 12.0-13.0 bracket that are from the Old Guards (which used to be meta but dead now) is really need a rework. F-4M, F-14A/B, etc. etc.
the B model was never really dominate the A model was cause no one at the time knew how to dodge the missiles just like how the AIM-9M used to be op when no one knew how to flare them the only dominant tomcat is the FAKOUR 90 since it has crazy VNE for a missile

AIM-54s are a nightmare to defend on older airframes with bad RWR, having to fight AIM-54s and 9Ms at 12.0-13.0 is a nightmare.
None of the missiles you’ve listed are FnF, they all have to be guided to the target.
Honestly id rather fly the ICE than the 14B the Aim-54s are too slow and eare easily notchable.
Both ICE and F-14 should go up in br, as long as there some more br decompression at top top tier.
I don’t think the current F-14B should go up unless it’s buffed, and the ICE is just hopeless if it gets moved up(like it was very recently before the decompression)
The issue isn’t how easy they are to notch, it’s how many can be fired and what they are being fired at.
When you can slam a ton of AIM-54s are inadequate targets it can guarantee a long range kill easily.

most people with more than 2 brain cells will notch it notching one aim54 will notch majority of them if not all if you fire multiple at same target also you can multipath it too
F4F early has no flares thats why its that br even at 13.0 the agile eagle gives you good AOA for first few turns ive gun killed a few Su33s and F16s its a boosted F4E with a amazing radar
not really even with the 4 way RWR on mig 23s and 21s its rather simple to do the only RWR that is really bad is the one on the ITALIAN F104 with no directional warning

Can’t be multipath because the splash, and like I said, not every jet at the 12.0-13.0 BR has amazing RWR.

Also the F-14B cant even see the F-4F early in air rb so I dont know what the relevance is.
