Did you listen to me at all? The F-4J is perfectly fine at 12.0, it’s the SECOND BEST 12.0 in the game, you get access to 5x 7F and 2x 9G, which is an amazing loadout, you get HMD and a good radar set. IT DOES NOT NEED IT
it is not about to play it more, is about that it gets the real ordnance, just like MiG-29 (9-13) to put an example.
It retains speed perfectly without using the afterburner.
It outturns every aircraft at low speed with the wings spread, only few planes can out turn MiG-23 MLD in a dogfight (F-5s as example) and only delta planes can out turn MiG-23 MLD in the first seconds of dogfight.
At least R-60M are All-Aspect and can it take off guard players like AIM-9G
R-24R hits the target even if you lose the lock on the target plus MTI is a really helpful feature

A lot, I’ve won dogfights against F/A-18s it is hard and most of the times I die but I’ve won some dogfights against Hornets. If you do not know how to control a MiG-23 MLD is your problem, but MiG-23 MLD is the best fighter in mid-top tier

The UK F-4J which only has Aim-7E2 (equivalents) then yes it could get 9Ls (though I would prefer the Skyflash SuperTEMP solution which would give it Aim-7F equivalent missile) or go down to 11.7. Especailly given it also lacks Napalm
The US F-4J. No, It has Aim-7F and fairly reasonably balanced for 12.0, 9Ls would definetly increase its BR to 12.3 and place it alongside the F-4EJ Kai with the same loadout (9Ls + Aim-7F). What would serve the 12.0 Phantoms at this time would be a 12.0+ decompression
All vehicles are not given their best possible loadouts, to do so would often massively increase the BR of the airframe to a point where it would struggle. So loadouts are restricted to maintain balance with a specific BR in mind. It doesnt always work, but is usually better than the alternative.
Some examples of this would be:
Tornado GR1 not getting Aim-9Ms. Whilst on paper this sounds like a decent buff, but rather than dropping the BR down to 11.3 where it belongs it would increase to 12.0 and unlike the Tornado GR4 at 12.3 with many buffs besides the Aim-9M, it would really struggle.
Jaguar GR1A not getting Aim-9Ls. Same again, GR1A is not very strong at 10.7 and could really do with a buff. 9Ls could be possible, but would probably result in a BR increase to 11.0 rather than what it really needs which is a BR drop to 10.0/10.3

There is not aboslutely reason to increase its BR 'cause AIM-9Ls, it is at 12.0 it is hight engouh to perform well with 9Ls without causing any issue of balance or any sort of it. Phantom flight model is already crappy that adding 9Ls would put F-4J competitive enough against uptiers battles without making any trouble for downtier battles, since 9Ls have no IRCCM feature.
hmmm… I see the problem here that you underestimate the capacity of the MiG-23 MLD, saying that Hornet pilots have a “Skill Issue” is evident that you have not played it or not enough to know how to use a variable wing aircraft, and of course the Hornet pilots underestimate the Flogger by believing that because they have AoA it will allow them to do maneuvers that only a Flanker can do and always win.
The MiG-23 MLD is a plane that I have played the most or one of those.
That is an “IOG” feature which AIM-7F doesn’t have
F-4E is a really good example, it ended up using AIM-7M and AIM-9M late in service but had few upgrades to the radar or other systems. Just AIM-9M on the F-4E would pull it to 12.0+, 7M is a bonus by comparison.
If prototype weapons that were tested on old airframes count, then the F9F and F-86 would also be lugging around the AIM-95 at 11.0 or something. Which would be awful.

nothing but it was backstabbed by shameless F/A-18 gangs.
Once OP realizes that the entire 12.0-13.0 bracket needs decompression and the fact it’s overspammed by premiums things should click into place.
We don’t need anything else but that.
( The recent experience I’ve had stock grinding the F-4K against ARH slingers and premiums was straight CBT)
