Ehhh, it would make a lot more sense for the initial eurocanards to just be Eurofighter and Rafale than to shoehorn an unrealistic Gripen E.
Early F/18’s for finland had no ground. The current versions have newer radars and better engines than the more recent models of f/18 E’s and the Finns restored the Air to Ground capability for the f/18. So gaijin could add the early f/18 to finland and another version of it later but that depends on gaijin

Finnish F-18C/D…They were upgraded twice in 2004-2010 (new communication systems, LCD displays in the cockpit, AIM-9X)…2012-2016 (Link-16, AN/ALR-67,AIM-120C-7)…in November 2011, the US Congress approved the sale of AGM-158 JASSM and AGM-154 JSOW cruise missiles, JDAM guided bombs and suspended sighting and search containers.
