Makes sense to put it at 10.3 or 11.0 just because the 2s38 exist.
2S38 is inferior in all ways except thermal generation.

I think the HSTVL and RDFLT are fine at it’s current tier. The 2s38 should be 11.3 though. 2s38s frontally pen anything at 10.3
2S38 isn’t just a single BR step worse than HSTV-L.
I’d argue that with it’s thermals and how small the darts are. They squeeze through gaps in armor easier than the HSTVL’s

Sure, but the RDFLT is slower than the 2s38. 2s38 also carries alot more ammo
RDF/LT has substantially higher HP/t.

2s38 has a remote turret which makes it better suited for hull down positions. We can keep going back and forth lol. Next thing you’ll say is hstvl/rdflt’s turret depression, then I’ll answer back that the 2s38 doesn’t have the FAKE aiming drive as the whole turret basket.
The more pros and cons we list, the closer together the two tanks should be in BR.
Thinking a vehicle with -5 degrees of gun depression is better at hull down spots than HSTV-L is peak delusions.
Hitting you at all is difficult when you can present 2 pixels of your turret.
2S38 could go up to 10.7 but anything else is just US fantasy cope that has zero touch with reality.
Being completely immune to crew and ammo damage by simply having the turret lower then the terrain is almost being invulnerable.
The HSTVL and RDFLT’s 81 degree turrets don’t even ricochet rounds.
11.3 should be a sweet spot for the 2s38.

Exactly as it sounds, you can’t kill the 2s38 through the turret with apfsds shots. So if you are hull down, the only way to destroy one would be with HE.
If the HSTVL got it’s correct ammo, then yes I would agree. Right now the penetration is too inconsistent against side ERA and anything with spall liners.
I’ve killed hull down 2S38s with darts and HEAT.
Still, those two aren’t just a single BR step worth apart.
Check the hit analyzer of all the MBTS at 11.3. The 2s38 can penetrate every single one of them frontally. At 10.3 with 9.3 downtiers, it’s really unbalanced.
And is still a much worse vehicle overall than HSTV-L.
It’s not much worse. The HSTVL is 11.7 not 11.3. Compare what the 2s38 can frontally pen at 11.3 to what the HSTVL can frontally pen at 11.7 and you’ll see why I’m saying it should be 11.3.
It is much worse as sheer penetration isn’t the only thing you value vehicles around.
