Compared to other nations the planes just aren’t competitive anymore in their current state. When initially added it made sense not to give certain weaponry to certain planes. But at the moment there is no reason for the 9.0-11.0 range to not get buffed/adjusted.
Will gaijin ever look at this? Probably not.
