They could still add the gr4 and SLE or assta 3.1 and add the more advanced weapons over time. The better missles and engines (mk105) would be already good
It might be the same issue as with the A-10C (which only carries up to 6 JDAMs…), the triple racks do not have the ability to provide updated coordinates to the JDAMs which would mean it only allows you to carry JDAMs that are preprogrammed. The picture you provided are GBU-54s I think, laser JDAMs, so they can update their coordinates via laser.
But then again, I am not an expert on pylons and all the wiring details, so maybe the navy uses something different which would allow it to carry triple ones (not preprogrammed). Would need to check and possibly bug report.

No, RAF procedure was to have an BOZ-107 under one wing with a Sky Shadow ECM pod on the other, instead of combining both into one as with BOZ-EC, which came later iirc
There’s also modified BOZ pods in RAF inventory, that were bodged into being towed radar decoy housings
