Finland had a version of it that might come to the game at some time, so there are a few nations that it can arrive to at some point.
The F4F ICE, though not being the best, is a fighter and is in the highest tier
No worse off than the Tornado F.3 or SHAR F.2A

No such vehicle is planned for Russia this update. Stay tuned to the news for offical announcements on what is.
Russia has far more options than Japan for SPAA platforms. So naturally its expected that they would receive 3 more than Japan in the same timeframe.
