As a nice theoretical statement of principle? Sure.
In actual practice, it’s not really viable. Unless you’re suggesting they have enough chat mods to, in real time, keep an eye on literally every single ongoing match in the game. And that’s without even considering language barriers.
This forum often has slow-to-react moderation, and stuff that just doesn’t get dealt with at all. There’s no way this would work across thousands of matches.

The thing is, other games with similar chat setups can manage “issues” like this as well. Why would War Thunder be a different case?
They don’t need chat moderators to enforce chat rules. We have a mute and a report feature and the reporting procedure most likely is tied to some kind of automization in case an individual amasses a certain amount of reports filed against them.
