It’s already established that halting the transfer service was a choice by Gaijin, we just want them to “un-halt” it and let us access the marketplace and sales.

Slight correction, I don’t speak officially for Gaijin on any topic that isn’t in relation to chat and name bans. That statement is based on the developers answer here:

I think I made it pretty clear that nothing is happening with it since the last summer when we stopped accepting the transfer requests and cleared up any remaining tickets. The system that we had with semi-manual handling of each request is clearly not suited for the number of people asking for transfer. And reenabling it requires some extensive automation we have no manpower to dedicate to right now with so many more urgent tasks. So for the time being it’s in the backlog with ‘maybe some day’ …

In case there’s some confusion, I am the lead of the dev team responsible for any store/third party platforms issues. Like it was quoted many times here, we have other tasks with higher priority to work on.
