You just have to take their word for it, unless you can think of a way to comprehensively gather evidence on otherwise controlled shots on tanks for thousands of datapoints in game to observe the actual outcome reliably.

Im not into all that russia bias comspiracy thing, but from all the time i played, it seems right, for me at least, that CR2 charges (and some time ago and sometimes even now penetrators (bug)) exploded around half the time i get hit into them
