İt will not, as long as that lfp, giant turret ring weakness,lack of spall liners and useless tusk2 kit stays it will only increase to 35 to 40 at best.

Fix those issues and maybe other players will find a reason to play Abrams rather then playing busted Russian line-up or Swedish or Leopard2A7V with unrealistic armor values.
Who knows, adding 11.3 premiums to other popular nations will surely dilute their average skill levels.
Remember, someone that’s bad at the game will eat crap with any vehicle he’s in, so infesting strong nations with people like that is a step in the right direction.
Oh, not only that would introduce level 0 players to other nations, it will also increase the likelihood of ODLs for nations in question, further minimizing the difference.
İntroducing new 11.3 premium tanks to other nations will not change the main reasons why people stopped playing with Abrams, sure it will help to increase us win rates 5 or maybe 10 percent but as long as those unrealistic artificial nerfs stays there many experienced players will keep stay away from Us.
I’d say add something cool and interesting to top tier US that’s actually competitve, buff the Abrams even if it wouldn’t be 100%, historical, and add top tier premium MBTs to Germany and Russia so that all 3 major nations are flooded with low skill premium players.
I mean, getting from 37% to 47% is a welcomed change, especially considering it’s pretty easy to add copy/paste premiums which will also bring lots of income to Gaijin, so I believe this should be the first mitigating step.
I don’t know how real spall liners are for Abrams versions we have in the game at the moment, but I think we should get decompression just like Air, so those differences can finally be properly shown in BR, further helping to stabilize the mess. Also, as you said, Abrams should get it’s engine noise reduced since it’s ridiculously loud.
Last update seems terribly rushed, where many nations got new vehicles that actually have something interesting added to them, meanwhile SEPv2 is just a fatter SEP with no other benefits.
Adding something new to SEPv2 and moving it above 11.7 (when decompression happens), or adding a completely new tank at a higher BR seems to be the only real and long term solution to this issue.
People simply need something new and exciting every once in a while to keep them interested in a nation, sadly SEPv2 just isn’t it.

Remember the game and the worlds are in awe regarding Russia and US stuff → adding stuff when you’re community is 95% composed with people unable to judge the quality of an aircraft will not necessarely gives you the expected outcome.
What i see with your proposition, are good players buying those premiums, but not the mass of “average players”

İf that was the case none of those spall liners should’ve work since spall liners are in there in case tank’s armor gets penetrated in the first place.
i think i haven’t explained well you have spall liner as the last interior layer so it can catch the spall
but if its not on the last layer on the interior and is in-between the armour how is it catching the spall from a layers the are past it to the interior
if the red line is the spall liner how is it catching the spall made from the left most line

İm not the engineer or expert so you should ask someone who knows this kind of stuff in details.
But judging how spall liners are works if armor gets penetrated first layer will cause massive amount of spall while spall liners will catch those pieces and last layer should even decrease whats left of it.
Either it should be between armor layout or should be similiar to one you can see one Leopard.

US and GB already got their 11.3 premiums and it’s surely fair for others to get them as well.
Inexperienced players won’t be the only buyers, but I’m sure there will be plentiful level 0 players ODL-ing in their 11.3 premium, messing up matches for other nations as well, not just for US and GB.
I mean, Gaijin’s whole business model revolves around getting people’s attention when they are really new to the game, enticing them to spend money on premiums and I’m sure plenty of newcomers do just that.
As I said, I’m not sure how real spall liners and DU armor inserts are for versions we have in game, so I won’t comment much further about those.
There are some fixes (like engine sound) that could be implemented really easily and don’t require that much digging.
Honestly, I would like to see all of this changed + adding more BRs to separate good and really good tanks, if you know what I mean.
Cool 11.3 premium tanks means a influx of noobs who don’t know how to play and only have one tank which leads to tonns of games of 1 death leavers and you lose
