11.7 would be fine but 11.3 - 12.3 would be a hard rotation. However it supports the seal clubbing game play you want.

You achieve seal clubbing via permanent brackets not rotating brackets.
I want to be able to play the Tornado Gr4 and Harrier Gr7 against something other than Mig29s and I want to be able to play the Tornado F3 late against something other than the Typhoon, Rafale and Su30SM
Morvran you and i agree that there 12.3 planes that need to moved up. I previously said that the f14 A and mirage 2000 s4 should be moved up. The F18A was one that i missed. It ahould be a 12.7 without any second thoughts. Gaijin really dropped the ball with that.
How would seal clubbing happen from 12.7 - 13.3. Which plane would rain supreme?

Any 13.3, anything at 12.7 and even a few 13.0s.would constantly have disadvantages.
But a permanent brackets at that BR range would create permwmant brackets below too. For there to be a 12.7 to 13.3 there would also have to be a permanent XX.X Vs 12.3 brackets below. Most likely 11.7 and 12.0 would constantly face 12.3s
It currently only faces 12.7s because there is no 12.3 bracket.
If it has a rotation where there was 11.3 Vs 12.3 it would get 1 rotation where it didn’t face 12.7s

But now the Mig29 is permanently facing the tornado F3 late.
It already fights the harrier ii kifr c10. Whats the difference?
AV-8B+ is subsonic and Kfir C10 has very limited loadout and some of the weakest ARH. Also doesn’t have any IRCCM
F3 Late is fast, well armed and well equipped. Only reason the 12.0 f3 struggles against the Mig29 is how bad the Skyslugs are and how the Mig29 can force a WVR fight. Aim-9M and Aim120s change that radically.
It also only faces them in the 13.0 brackets, not the 12.7 brackets. It gets 50% of the rotations where it doesn’t have to face them
It cant possibly be that much of a game changer at the br. It’s essentially a faster harrier 2 at that point. That isnt really problematic.
Exactly, sure 13.3’s ~can~ survive at top tier but only if u play ultra passive, same as any of the other 13.3’s. ‘Support’ style gameplay is either cas, providing better avionics for your team, or doing high alt missile spam enemy suppression type stuff - and fighters like smt and especially tornado cant do that better than the other options available in these brackets. Trying to run them as an ambush style fighter’s doesnt really do it much good either - especially when compared to your actual fighters like the su27, su30, rafale & eft’s which fill the role far better. If you persist in doing that it forces you into close range dogfights with much more capable enemies which is just reinforcing your major flight performance shortcomings. Ofc not everything has to be great especially in uptiers, but it just speaks to the need of getting the 13.3 bracket sooner rather than later as these jets havent been competitive at all since like ever. Then at that bracket they will be competitive offering a valuable tradeoff for their better avionics/fox3 armaments at the cost of their poor flight performance, wheras other stuff in the bracket like flankers, f15’s, f16’s and grippens get much better flight performance at the cost of worse weapons kit or avionics - would be pretty balanced.
Idk even know why this convo is even happening rn. Adding the missing brackets is just nothing but good lol and puts things back in line with every single other br in sim - then the aircraft all have their time in the sun at top then other times must be played in an uptier same as usual.
