Same issue as well on windows 7. Made a post in the thread linked Can't start the game - #10 by tpom

Had the same issue, opened the launcher and changed the fullscreen to window and the game opened. Then in the game options I changed again to “fullscreen window” mode to get rid of the window frame.
So far so good.
