2S38 does NOT belong to 10.3
It’s quite literally P2W at this point. How’s that?
If you’ll compare it to Strf 9040C, a similiar tank to 2C38, you’ll see that 9040C is worse in ALMOST every aspect.
2C38 is faster, gets 220mm of pen, is able to lock on enemy aircraft, doesn’t have limit to it’s first stage ammo stowage. It’s only losing in survivability and firerate.

not when the pros outweigh the cons, especially since its not like 2s38 doesnt survive shots or that the other light tanks are bastions of defense
