The 2S38 just like every other 10.0 IFV can be played up to 11.7 without issue. It’s a skill thing.
The only two that would actually suffer at 11.0 would be the Strf_9040C and the Lvkv_9040C as they lack the missiles or firepower to negate needing a missile. They’re still perfectly functional against flanks. Just not frontal attacks, something the 2S38 doesn’t fail to penetrate unless it’s the 2A7 which even the HSTV-L can’t penetrate frontally effectively.
You’re not explaining anything, you’re just rambling about hypotheticals. Hypothetically being tall is a disadvantage. There are situations where this isn’t true. Positioning matters for all tanks and gun depression isn’t a luxury every tank is given.

What frontal part of an M1 Abrams can the 2S38 penetrate, that the CV90 can’t? It’s 170mm APFSDS pen at 300 RPM vs 220mm APFSDS pen at 120 RPM. It’s not like the 2S38 has double the pen. It has 50mm more.
MBT fronts are either fully composite and need 300mm+ of penetration to go through, or nothing, and can be penned by either. You’re actually insulting me by writing this.
What these two vehicles lack that the 2S38 has is APCBC which when given a flank will be much more effective than APFSDS ever can be.
As I noted they are both playable at 11.0 just like the 2S38 would be. Crying about a BR bump of 1.0 so that you can’t lolpen the front of MBTs as an IFV with your autocannon is a skill issue, not a balancing issue. Ignoring that it would still be able to frontally penetrate the majority of MBTs, just not the 2A7 pattern tanks.

Both of those vehicles have ATGMs. If the QN506’s missiles tracked properly, Gaijin modeled its gun depression to be more logical, and they modeled it not to burn out due to an outside fire from the ATGM pods it might be a useable vehicle.
The ZBD04A is a very good IFV. It also can be played up to 11.0 without issue.
Telling me how they prefer to play the 2S38 isn’t showing me how it performs. It tells me they do not know how to position a tank with poor gun depression.

It’s not undertiered because they’re busted, it’s because they’re so bad they have to fight things way older than it. It’s why a 2017 Norwegian tank with gen 2 thermals and a LRF fights at the same BR as unstabilized tanks from the 1940-50s. It’s why you in a 1950s flareless jet face all aspect missiles 3-4 decades newer.

It would be if it was classed as an SPAA and had its APFSDS ammunition limited, but Gaijin chose to balance it as a light tank. As a light tank its penetration value and survivability justify a higher BR placement.
2S38 having a crewless turret will change nothing since it had a terrible gun depression, now other vehicle at it BR has better gun caliber/dynamic or both. if your complain was its having crewless turret leaving to player abusing its crewless turret by camping in “hulldown” you cant be more wrong it is tall and the depression angle is just -6 degree let me repeat my word since you are having hard time following others. IT HAD -6 DEGREE or -0.1 RAD OF TURRET DEPRESSION ANGLE

vidar is balanced sure since everything in its tier has gen 3 tvd and lrf. sure very very balanced but when 2S38 that will be fighting against not only gen 2 mbt but also gen 3 mbt it suddenly became imbalance, quite mental gymnast you got there.
