Uncompressiong the BR spread means increasing it, or moving it beyond 1.0.
Making a number less is called compression.
It’s not a difficult concept.
And it’s objectively easier and superior to decompress the BRs than change the matchmaker.

I literally switched to War Thunder in part because of the superior decompressed matchmaker that allows for more nuanced BRs.
Just look at the top 4 BRs of ground, “over”-decompressed to the point that Leclerc and M1A1 are 1.0 BR apart despite being gameplay identical.

Last time I played WOT , there was ±2 Rank MM in there, and to be honest it was far worse stomping on rank 6 tanks against Rank 8. But nice that you could bring up game, where MM is even worse compared to WT.

They raise BR to example 13.7 on ground, and then they adjust every tanks up by 0.7 BR after that, and what ya know, we have same situation as we had before this. Just Br’s being changed, but still facing same tanks on uptiers as before.
Personally I would say best way how gaijin could actually get data out of this 0.7Mm is to make it a couple day long test, so they can see how it effects on queue time what was years before reason why it is still 1.0±

0.7 is +2 over 1, or a 3 slot system.
This is why decompression is overall better, while also being faster and easier to implement.
Because contrary to unpopular belief, it takes far more study and planning than decompression.
Decompression requires less study, and the same amount or less work hours to implement than changing the matchmaker.
Also Gaijin can’t make 0.7 a couple day long test because it requires more work than decompression, so they’d just decompress more instead.

There tanks are divided by Ranks not BR. and those are 1,2,3,4,5etc. No halves , no fractions just straight ranks
So it would be actually closer to ±2MM on WT , and in WOT players seriously wanted ±1 MM in there also when I played it.
And if WOT is not known to someone it could be put in WT like having basic T72 on 9.3 (rank8)facing T90M and strv122B (at rank 10)

World of Tanks is far more compressed than War Thunder as well.
World of Tanks 1 to 10 is equivalent of BRs 1 - 6.0. Maus is currently 7.7 mind you.
World of Tanks’ Maus sits where War Thunder’s Tiger 1 sits relative to other tanks.
Wouldn’t it be pretty simple to change what ever line of code dictates the BR spread from 1.0 to 0.7? For a multi-day test there wouldn’t be any need to go through and change what ever vehicle BRs would need rebalancing; just test the concept.
Decompression would require each vehicle BR to be reconsidered and changed. Decompression should go from bottom to top (rather than increasing the top BR for a couple new vehicles) and would require adjusting over 2000 (?) different vehicle BRs.
Edit: might be less than 2000 vehicles if you didn’t throw in naval stuff. Just tanks and planes.
Proper decompression is objectively better, and 0.7 is a bandaid solution that doesn’t solve vehicles of vastly different performance levels being the same BR (such as the J32B/Mig-19s, F-15A/Mig-29, or the F-18A/F-4EJ Kai).
Plus, like Alvis has said, 4 levels to choose from in one BR bracket makes it easier to balance than only 3.
