I really dont want to spend $50+ for a skin i could get for $3 on the marketplace place.

They cant,cause Microsoft and Sony dont want them.
Considering they even take the effort to transfer console accounts to PC only it seems highly unlikely.

They could do what they did with crossout where players use GE to buy things off the market.
You should be able to move you Xbox account to PC rn. All programs will be saved as it says, only took mine day and a half. This will let you use the market place
