Not in any predictable way, but probably yes. There will be more and more pressure building on them to re-release vehicles like this in some form, and they will probably introduce a way sooner or later.
They’ve already starting buckling on the issue in small ways. E.g. the SL crates having rare vehicles again in them, and the 10th anniversary releasing 10 rare vehicles again, for example

Im just a little annoyed ofcourse we got life to do as i did with being gone 14 month internship so i missed that vehicle i really would love to have it
