They have enough money. On Amazon, the average Allen key costs between 10 to 29 USD. The most sold premiums include the F-5C, which is 69.99 USD. They have enough money to buy stockpiles of Allen keys, and I’m sure that they could find even cheaper of those in a car shop in Russia.

We probably could see it when modern naval ships come.
If you want to create a suggestion you can do so in the suggestion section here on the forum. That section is however pre-moderated and only posts that follow their rules and guidelines will get posted and it can take a couple of weeks for a post to get reviewed for publication. If it gets accepted and made public it then has a chance to get sent to the developers as a suggestion later on.
I think there already is a suggestion for Swedish naval that you can go and support.

Gotten around to it, they have not. Take time, it probably will. Chinese navy first, my guess would be.
