Why this season squadron battles br begun 4.7 and whats the solutions?

this season begun 4.7 because of some unknowling probems, since it started 4.7 br then going on 4.7 and then stepping up br’s because of everybody gain points of squadron battles, i think Stepping up of BR should be as follows once a week ;
1 week мах BR 4.7 (01.01 — 06.01)
2 week мах BR 6.0 (07.01 — 12.01)
3 week мах BR 7.0 (13.01 — 18.01)
4 week мах BR 8.0 (19.01 — 24.01)
5 week мах BR 9.0 (25.01 — 31.01)
6 week мах BR 10 .0 (01.02 — 07.02)
7 week мах BR 11.0 (08.02 — 14.02)
8 week мах BR 12.0 (15.02 — 21.02)
Until the end of season, мах BR 14.3 (22.02 — 28.02)
