Why planes like the rafale has IRST camera but other planes like su30sm dosent?

I mean its weird because both planes has the same system ?

Rafale is using the TV camera, which is like that of targeting pod. It has both IRST and TV. IRST on left and TV on right

because the Russians didn’t use a similar system until the OLS-35
