Gaijin can set the price of their packs to whatever they want, there is no innate cost outside of developer salaries. If they care about the health of the game they would price it reasonably and in line with the tier it’s being sold at.
Consider the Russian pay pig lineup at 10.3, TURMS / T80 / SU25K / 2S38. You can get all of this on sale for ~$120. That’s 4 vehicles for $30 a pop. For a full lineup with premium bonuses at high tier I think there’s quite a few people who would willingly pay that.
Russian teams generally will have players taking in multiple vehicles because Gaijin has offered them the ability to purchase multiple vehicles.
What does the US have other than the Click Bait? What does Germany have besides its PL clone? What does any minor nation have?
Offer choices and people will give you money. It’s quite simple.
