I think the starting point should be AGM-84E for the US.
Still no where near as good as KH-38MT, but its a good choice over the AGM-65.
After that, add better methods of Quantity mtiigation and then add GPS+SAL GBU-53 and Spear-3s.

If the F-15E gets 28x IR Guided GBU–53 then the Typhoon gets 18x MMW Spear-3s.
then F-15E would get MMW GBU-53 since its a multi-mode weapon, fine by me
There is currently not a great indication that the JAGM-F has a stronger engine or something. JAGM uses the AGM-114R engine, and likely JAGM-F also does to increase commonality (as is mentioned to be important in the brochure).
Range seems to be similar to the Brimstone when fired from fixed wing aircraft, and since we know Brimstone’s engines aren’t super amazing, it means that launch speed alone is able to carry them that far. Hence a simple Hellfire engine would be able to do it given a high launch speed (and altitude probably too).
I believe only JAGM-MR has the tri-mode seeker. JAGM and JAGM-F are dual mode SALH +MMW.
In-game AGM-114K is basically almost exactly this already though, so it would just be the same.
They could give the agm-84e supersonic capabilities to be on par with kh-38
