F-14B recently went down in Ground RB BR to 11.7. But the F-14A, which has no guided air to ground weapons, has much weaker RWR, and overall weaker in pretty much all aspects, remains in the same BR. It should go a step down to 11.3 in Ground RB.
And for those doubting about BVR, the F-4S/J with AIM-7Fs sits at 10.7 (GRB obviously). The AIM-54As are powerful, but not extremely so, especially in a much smaller map like that of ground RB’s
