They did explain and address the concerns, they said they were going to fill the damage model more accurately to prevent empty space shots from doing absolutely nothing. Whether you like it or not, the muh statistics card is a valid reason in their book, and the reason we got. I was answering the question asked in the title of the post, and I did so accordingly based on what gaijin has stated.

Yeah, I doubt those extra modules are gonna make a meaningful difference because void space is only one of many concerns.

They did not adress it’s RoF, penetration, IRST, unmanned turret, scouting, traverse speed/elevation limit, good thermals, autobounce UFP (and so on) that all contribute to an unfairly versatile “anti-everything” vehicle at… (checks notes) 10.0.

This thing blows similar vehicles like CV9040 and HSTV-L out of the water, and it’s not even funny.

Besides, relying 100% on statistics is not a good way to make a balanced game. Being a premium vehicle, the vehicle’s performance is artificially dragged down by huge influx of unskilled players. In some cases it is the opposite, a small group of skilled players drag an otherwise mediocre vehicle up in BR. You should understand by now why this approach is flawed.

The only right solution to balance a vehicle is by looking at it’s actual capabilities compared to it’s peers. Simple as.

Pros of 10.0 2S38:

  • unlimited APFSDS (vs 26 APFSDS)
  • APFSDS actually generates spall
  • 300% faster reload (HSTV-L is also ahistorically nerfed)
  • has HE-VT (HSTV-L ahistorically lacking it)
  • has IR tracking (HSTV-L ahistorically lacking it)
  • fuel tank spall liner
  • unmanned turret
  • Faces tanks with much, much lighter armor

Pros of 11.3 HSTV-L:

  • 39.5% better hp/ton
  • 20% more pen on APFSDS

Yeah the HSTV-L is obviously better (/s).

Because it is a russian premium, so Gaijin will never put it at 11.0 or more. Russian player will complain a lot if 2S38 will be put at high br.
