I would assume it has to do with challenges always being rank3+

You are wrong. All first BP season and some challenges in otgers was/are BR-related / need specyfic, not BR3 vehicle.
I wish the devs would go back to the “BR 2.3+” from the first BP for all game tasks. Making it BR-based is actually relevant to the “not farming 1.0 players” angle, unlike Rank which is purely about research.
Not to mention things keep going down in rank, so at this point most of WWII can’t even participate in anything, it’s awful.
I would settle for letting Rank II do everything, if BR isn’t possible.
