Why HMS Renown doesn't have APC Mark XVIIb (6crh)

According multiple sources, HMS Renown got APC Mark XVIIb (6crh) after modernization. While in the game, Renown(1944) still using the same type of APC as HMS HOOD

And, another question, Why HT steel were seen as rolled homogeneous armor. It should be seen as an indepedent type of steel from rolled homogeneous armor, structrual steel and rolled cemented armor
