Because there are no Rb 98 or IRIS-T in-game yet. Just because an airplane can load a specific weapon doesn’t mean that it will have in-game, either by developer’s choice or balancing reasons. As far as I’m aware there are no 5th-generation air-to-air missiles in-game, IRIS-T is a 5th-generation missile and METEOR is a 4th-generation missile. To note: R-73 is a 3rd-generation missile and R.550 is a 2nd-generation missile.
You don’t have to. The “balance is uneven” is terms of missile performance because not every missile is the same, some missiles are applied in one scenario, and some in other scenarios. If we were to go to that argument of “[airplane] can use this missile, so it should be in-game because I feel like it’s not performing as good as I want” , R-37M should be given to every Su-30MK and R-74M2 should be a priority when carriers other than Su-57 is added to the game.
There is a significantly larger gap between the IRIS-T and every other missile in the game and the R-73 and other missiles currently in game (and frankly it’s a side grade to the AIM-9M, they each have areas where they are better). So unless you want it introduced in a severely limited form like the AAM-3, which may never be fixed, then better to wait.
Rafales never had IRIS-T and won’t ever get it in-game.

(RB-74(M)) and RB-99’s exist and are US forced copies from a decades old Cold War weapons tech agreement.
IRIS-T has no real competitor that isn’t another NATO missile. They want to try and stop power creep down so Russias easier to play for inexperienced players.
C-5’s were a ‘balancing decision’ even though 9/10 times 99’s are better for the situation.
It was mounted on more aircraft that are already in the game, like the F-4F and the Tornado IDS.
