Why does War Thunder not enforce the chat censor?

Why does War Thunder not enforce the chat censor so that people can’t say things against the TOS?

Automated censors can easily be circumvented: Chat offenses are often very context specific and the automated systems have limits.

But: Simply report chat offenders using the in-game report system, and we’ll take care of the offender!

But like… you already have the option in game to turn it on… why not make this mandatory? See where I’m coming from? It’s not like you have to do a whole bunch of work making it, just force it on people

If you want chat censor, just enable it. But there is no need to force it upon others.

…because it only offers a (very) limited effectiveness, while a human moderator (game master) can much more easily discern meaning any implications also when players try to trick the automated filter.

War Thunder is game without mandatory English/any other language in chat. It means, that players can use any existing language to discuss/communicate in chat (as long as they do not break the rules).
Due to this fact, it’s (almost?) impossible to implement working and fair “auto-filter/censor” feature. Different words got different meaning in different language. If you force “auto-filter/censor” many regular words (and if I am not mistake, even radio comm. would fall into filter.

You can switch off chat, you can switch on auto-filter if you like. At this point we do not see the reason to force it on all players.
If you see that someone is breaking chat rules, please report such behaviour directly in game. Game Masters are really good at fighting such behaviour.
