Vehicle/missile performance should come first and then BR should be determined accordingly, not the other way around. The theory goes that multipath is first changed to what it should be, and then if a problem occurs, or if it is predictable, the BR is changed to solve the problem.
The other way around is not possible, meaning the current option of having BR first and then exaggerating multipath to mask the problem is not possible.
BRs are too compressed to remove multipathing. IR only jets would become useless at 12.3+. Jets with crappy RWRs become useless instantly.
