Why can't I dig on Spaceport map?

Why am I not able to use terrain deformation with my tank blade when on this map?
What is the reason for this?

You’d damage the underground aliun base.

space port is built on hard ground, soft ground is the only thing they can dig into

There is a lot of soft ground around too (desert part).
