Why are the BGM 71 A / TOW and I-TOW variants affected by IRCM? For me it makes no sense, because they are all wire guided and there are test videos against ircm which didn´t affect. Additional ircm works against infared guided weapons but wire guided as well? Can someone explain?

The IR flare on the rear of the missile used by the computers optical system to locate it is on the same IR wave or spectrum of IR waves emitted by the soft-kill system.

I’m fairly certain it is optically tracked not IR the shillelagh was IR tracked and shown poor results cause of it. I may be mistaken though.
Optically Tracked means that it uses EM waves of a certain frequency to operate,IR being one of them
All TOWs are Wire-guided, Optically Tracked (TOW,in fact, stands for Tube-launched Optically-tracked Wire-guided) . The differences between TOWs and TOW-2s are the fact that the latter uses fiber optic cables to guide it and a more advanced IR beacon that is resistant to most,it not all, dazzlers.
