Usually you report a player if you think they are cheating in the server replay. In this thread below there should be more useful information:

Do not name and shame, it is against the rules.
If you think someone is breaking the rules in-game then create a report for it. A guide on how to create a correct report for each issue can be found here: (How to properly report players and contact Game Masters!). Please note that some issues cannot be reported using the in-game complaint system as the reports won’t contain the necessary logs to investigate.
