I want to know as I don’t remember the last time Japan/France tanks got a buff and all I see is nerfs.

They moved up UD and 2S38 to 10.7, which does count as a nerf.
BMPT BR was changed multiple times and was given FCS and electronic equipment modules that prevent it from firing/aiming.
T-64B was also straight up murdered going from 9.7 to 10.3.
