Because it’s an upgrade? Arena works fine with zero issues and it compensate for the lack of ERA plates.
If you could take the aps and go back to 11.7 you would be braindead to not do so. Theres no scary atgm launchers up there and your era already makes you the best surviving tank against that stuff. I dont really think aps that cant stop kinetic rounds enough to justify uptieting yourself in an already pretty miserable tank. BVM feels so much better to play than the t90/72 its like floating on water vs wallowing in the mud.
Again i get it russian tanks arent as good as western ones at least abrams and leo, and overlapping and dubious era performance against kinetics rounds is probably unrealistic, but the game is claiming the t72 we just got is equal to the 2a7 or sepv2 via placing them at the same br which is halarious. If there is any russ propaganda its this.

Gaijin needs to fix the T-72B3A first, it’s missing its hard case ERA package. There is no T-72B3A without it, they basically gave us the T-72B3M 2017 Arena-M trial vehicle.

It’s obviously not equal to the ultra meta tanks at top tier, but it does exist in a similar realm to the other top tier tanks with APS. Black Night, VT4 and Merkava are all also notably inferior to the likes of 2A7.
Up to now, their 12.0 BR has been justified on the basis that APS makes up for poor armour. So if they were to put a tank at 12.0 with APS and good armour (Like T90M W/ Arena), Suddenly the BR’s of those other vehicles will become even more indefensible.
Snail would either have to move them down, or decompress the better stuff upwards, and i think they’re really hesitant to do that, because it wouldn’t allow them to pretend every country has top tier quality tanks anymore.

I really wish they would stop pretending, I mean at some point they will have to, if you dont have german or US tanks and im not even sure US anymore you shouldnt expect to have on par endgame contemporary mbts. They cant stick more modern tanks against older ones like they do at lower old BRs to compete something has to give. Russia already has tanks bearly 5 years old against 1990s stuff pretty much.
T14 almost seems more like a light tank hybrid than anything else.
That or they will just find an exuse to give every nation a leopard 2a8. And final tier will just be leos on the ground and f35 in the air.
I dont really know the whole situation with era and if it actually has the KE protection represented in game, but without it you basically driving fat immobile glass canons with poor gunhandling and couldnt see any of these above 11.3. Im afraid gaijins going to fudge things big time on newer stuff just to placate russian playerbase and other minor nations so they can stick their stuff at 14.0 or whatever.
