What is the point in the 12.0 SACLOS SPAA if top tier is 12.7?

For example with France you get the ITO at 12.0 and the FSAF SAMP at 12.7. Every one of your rank 8 tanks save for the 2a5 (which is 12.3, not 12.0) is at 12.7. So is there any point in even crewing the ITO?

The point is Gajin likes screwing over the players by adding 3.0 BR worth of planes, helicopters, over the span of 0.3 BR.
