I mean for real, seems like EVERY damn map is a city map, for a game that claims to be so “real” why are we always playing world of tanks style run and gun? actually its getting WORSE than world of tanks…
Because their customers are accustomed to FPS games that are usually cities or indoors. Most of them live in cities and towns. Few of them have any interest in realistic long range engagements where your target is a handful of pixels.

I personally also don’t like city maps…although i do like a few buildings in the mix…
BUT…i think Gaijin is trying to please what they see as the majority of the players OR the majority of the INTENDED players…
THAT SAID…we do get non-city maps…

I would say it is roughly 50-50 depending on what you call “city maps”…
Without ever engaging with the customers…by seeking feedback or communicating their intent.
There is lots of feedback in forum against city maps…yet Gaijin spends lots of development effort on new city maps…i recall some middle east one that has lots of details into it…also the Sweden map.
Assuming devs are not mad…they must have some reason to keep making these…i am ASSUMING (i dont really know) that they are trying to attract younger and “generic” FPS style players…
I PERSONALLY dont like those maps…just a theory on WHY they keep appearing…
I do play on all maps…city maps are bad on my “middle age” reflexes and seem “unrealistc”…but i try to have fun with the close range kills

I do know “youger” players that like these type of gameplay…they call “boring” to my style where i pick a hull down spot and scan the hills for targets…
People tend to like maps where one person can’t controll half the map (for example botom right hill of Maginot, the castle on iberia or the top left of Mozdok). If tanks like the T72 or m1 Abrams which are only pennable on weakspots like LFP or turret ring it becomes allmost impossible to clear people from those positions (without calling air support) which in turn will force the whole team to wait untill the other side gets borred and pushes or untill time/points runn out. Allthough People can still aim down main roads on city maps you can’t controll a big part of the map with one possition allone, so you can play agressive and push/ flank instead of playing the waiting game.
and there are numerous spots for sniping on those maps
