Progress, we moved from “forced people to multipath” to “dangerous”. Indeed, R-27ER is a dangerous missile. But not undefeateable and it didn’t “force people into flying low”, phoenixes did, R-27ER just was one more thing put into that box.

Phoenix didnt require multipath, multipath was just easiest way for people to deal with it.
R-27ER on the other hand, having no competetion and being dangerous missile forced the multipath if you ever wanted to get within range.
