cant change the flare pods to have flares or chaff

This is normal, historically the countermeasure pods mounted under the wings of the Tornado are made to carry chaff

so i have 700 chaff for no reason and only 58 flares

Yes, there is a reason, chaffs take up much less space than flares, which allows for much more storage. Flares are mounted in the rear fuselage carryover
