The Tor is given scouting as a bonus bc of the lack of guns. Anyway i would argue it doesn’t belong in 11.3 or 11.0 since there is worse stuff there.

The lack of certain Anti-air platforms for certain countries is an even bigger issue. Some BRs just don’t have anything really. China jumps from 9.3 to 11.7, and this isn’t even the worst jump.
Imo the Tor and ADATS are fine at 11.7, Flarakrad too. ITOs could be moved to 12.0 since they are better in every single way compared to the before mentioned ones (they do lack a gun but whatever) and Pantsir at least 12.3 or 12.7.
ADATS main problem is spawn point LMAO, Tor though, could do with better guidance, the success rate of multi target guidance is non existing RN, PANTSIR is much better for no reason.
Pantsir is straight up better compared to everything else. I hope that we get to see better stuff for the other nations.
What I don’t get is why the AESA radar of Pantsir is so good that it has a near 50% chance of hitting a target on auto guidance, Tor could barely do it 20% of the times even at 5 km range, which should be ideal for it.

But it 100% performs better than Tor in game, when I use the Tor to launch at multiple targets the success rate is around 20% at 5km, Pantsir (I don’t have it so I used my friend’s) at 5km is around 45-55%. The stats would be higher if the planes move slower or if it is like a missile moving in a straight line, but overall Pantsir’s radar just performs better, IDK about it being a PESA, does the same job.
Missle Performance, doesnt have anything to do with radar.

Problem with missile guidance, I do get the explosive mass proxy fuse and speed all matters here, but Tor most of the time just looses the second lock, and then the missile looses track.
I am quite satisfied to know that I am not the only one to complain. The Tor M1 as an anti-missile system is not even worth exploiting.
At the moment, I am using the Antelope which I find quite correct
